Chapter 1 General Provisions

Article10 When signing university-level exchange agreements with foreign institutions, each unit and department must have a thorough understanding of the background and credentials of the foreign institutions and submit the text of the agreement to the university for approval through the International Cooperation and Exchange Officebefore signing.

Article11 Relevant personnel of each unit department should standardize the reception procedures and respect each other's customs when participating in foreign affairs reception activities. To do a good job of promoting and recommending the university to visitors, enhance mutual understanding, and reach a consensus on cooperation based on mutual trust and mutual benefit.

Article12 To receive the guests from abroad (border) for inspection, visit and exchange, the principle of reciprocal reception should be adhered to, according to the level, nature, purpose, requirements and composition of the visiting groups or visitors, to determine the leading reception leaders, departments, accompanying receptionists and reception specifications.

ChapterExpatriate Management

Article13 Under the condition that the normal work of the school is not affected, the mission is organized according to the school's plan of going abroad on official business in accordance with the principle of "clarifying the task, improving the level, seeking practicality, streamlining and saving".

Article14 The application report (or fill in the application form) should be submitted for going abroad on official business, specifying the personnel, mission, time, destination and financial plan of the visit, and strictly handle the relevant approval procedures according to the working procedure of "first on-campus, then off-campus".

1、When the school organizes a group to go abroad or the current middle level cadres of the school go abroad on business, they shall report to the school leaders for approval and be put on record by the Office of International Cooperation and Exchange. For general cadres and staff to go abroad (overseas) on official business, the leadership of their departments will review and approve the school leadership, and report to the International Cooperation and Exchange Office or the personnel department for the record according to different situations.

2、Students going abroad on official business (overseas) are examined by the main leaders of their faculties (departments), approved by the academic department and reported to the university leadership for approval and the International Cooperation and Exchange Office for the record.

3、For those who go abroad for more than three months on official business, in addition to the consent of their units and the approval of the university, they must also sign a relevant agreement with the university's personnel department to go abroad (overseas).

4、Under any of the following circumstances, the applicant shall not be allowed to leave the country:

(1) Defendants in criminal cases and criminal suspects identified by public security organs, people's procuratorates or people's courts;

(2) where a people's court has notified that an outstanding civil case cannot leave the country;

(3) Having committed other acts in violation of Chinese law which have not been dealt with and which need to be investigated as determined by the competent authorities;

(4) Those who violate school rules and regulations and are punished.

Article15 The personnel who go abroad on official business must submit a summary of the visit to the International ExchangeDepartmentwithin one week after returning to China.

Article16 In strict accordance with the relevant regulations of the financial department of the university to implement the expenses and management of overseas personnel.A budget for the use of funds should be formulated before going abroad (overseas) and used after approval by the finance department. Returning personnel should, within one month from the date of return, with the foreign (overseas) documents or notice, approved budget table to the finance department in accordance with the procedures for write-off procedures, the domestic part of the normal travel standards by the finance department.

Article17 To go abroad for private purposes, the relevant provisions of the State for going abroad for private purposes shall apply. Going abroad (abroad) for private purposes shall not affect the normal work, and shall be arranged on holidays in principle. The specific procedures shall be handled bythemselves, andwith all expenses paid and responsibilities borne. The salaries and welfare of the faculty and staff who go abroad for private purposes during normal working periods shall be implemented by the personnel department in accordance with relevant regulations.

Chapter 4 Employment and Management of Foreign Teachers and Experts

Article18 The hiring of foreign teachers and experts shall follow the principle of "hiring according to needs, selecting on the basis of merit, and promoting development", and the unit in need shall write a written application, which shall be approved by the university leadership.The International Cooperation and Exchange Office will handle the hiring procedures after the approval of the head of the university.

Article19 Each unit department shall submit the plan of employing foreign teachers and experts to the International Cooperation and Exchange Office one semester in advance according to the work needs, and implement it after approval by the university. the International ExchangeDepartmentis responsible for accepting the hiring plans of foreign teachers and experts for each academic year, doing a good job of identifying, inspecting and evaluating foreign teachers and experts, and handling the work permit, entry visa, foreign expert certificate and residence permit in China and other related procedures for foreign teachers and experts.

Article20 The International Cooperation and Exchange Office is responsible for the daily management of foreign teachers and experts; the academic affairs department and the user unit are responsible for their teaching management; the finance department is responsible for the budget and implementation of their salaries, allowances, travel expenses and the purchase of living facilities; the safety and security department is responsible for their personal and property security during their stay in school; the logistics department is responsible for their living services and security.

Article21 The management of foreign teachers and experts shall be carried out strictly in accordance with the Contract signed by both parties. No unit or individual shall invite and arrange foreign teachers and experts to engage in activities outside the scope of the contract without permission; foreign teachers and experts shall not work part-time for pay or engage in other paid activities in other units without permission.

Article22 The relevant treatment enjoyed by foreign teachers and experts during the appointment period shall be carried out by the Administrative Measures on Salaries and Living Treatment of Foreign Cultural and Educational Experts of the State Administration of Foreign Experts and the Ministry of Finance and the relevant regulations of the university.

Chapter 5 Project Management of Sino-foreign Cooperative Education

Article23 Sino-foreign cooperative schooling must be conducted by the Regulations of the People's Republic of China on Sino-foreign Cooperative Schooling (hereinafter referred to as "Regulations") and the Measures for the Implementation of the Regulations of the People's Republic of China on Sino-foreign Cooperative Schooling (hereinafter referred to as "Implementation Measures"), and by the actual situation of the school, and the policy of running schooling according to law, standardized management and steady development. The school shall carry out the Sino-foreign cooperative schooling program closely with the teaching work, to improve the quality of teaching, strengthen the construction of teachers and promote teaching reform.

Article24 For Sino-foreign cooperative education projects, the International ExchangeDepartmentshall take the lead and the relevant second-levelschools(departments) shall participate in the negotiation and meeting with the foreign partner, and after reaching the preliminary cooperation intention, the International ExchangeDepartmentshall be responsible for submitting the project feasibility report to the university, and further negotiation with the foreign partner shall be conducted only after the university has studied and approved the project. After the two sides reach a final agreement, the relevant second-levelschools(departments) will assist the International ExchangeDepartmentin preparing the declaration materials stipulated in the Regulations and the Implementation Measures, and then the International Cooperation and Exchange Office will submit them to the higher authorities for approval after the university has studied and approved them.

Article25 The Sino-foreign cooperative education projects can be implemented only after the approval of the higher authorities, and no enrollment and promotion activities shall be carried out before the approval. Before the implementation of the Sino-foreign cooperative education program, the International Cooperation and Exchange Office and the relevant departmentshall jointly draft the implementation details or implementation plan of the program according to the relevant agreement, and implement it after the university has studied and agreed.

Article26 The school manages the finances of the Chinese-foreign cooperative education program according to the provisions of the Implementation Measures, and its fees must be reported to the financial department of the school, which will report to the relevant government departments for approval. Its income is included in the school's finances and is managed by the school's finance department.

Chapter 6 Inter-campus exchange and cooperation project management

Article27 Intercollegiate exchange and cooperation programs include: intercollegiate student and faculty exchanges with foreign universities, cooperative research between schools or second-levelschools(department) units, exchange of teaching and research materials, and other foreign-related activities related to the work of the university.

Article28 According to the needs of construction and development of the university, each second-levelschools(department) is encouraged to actively introduce foreign experts and scholars to lecture at the university, conduct scientific research cooperation, and open up new majors and new disciplines.

Article29 According to the needs and possibilities, support second-levelschools(departments) to actively send young and middle-aged scientific research and teaching backbone staff abroad for further training, lectures and cooperative scientific research, and send staff abroad should strive to master foreign scientific and technological achievements, new developments, and make new and greater contributions to the university's teaching and scientific research.

Article30 Each second-levelschools(departments)should explore the international cooperation and exchange of various educational projects in close combination with teaching and research work. After the initial cooperation intention is reached, the written materials about the proposed project will be submitted to the International Cooperation and Exchange Office, and after the preliminary examination by the International Cooperation and Exchange Office and approval by the university leadership, the relevant second-levelschools(department) will conduct substantive negotiations with the proposed partnership with the authorization of the university. If a written agreement is required to be signed as a result of the negotiation, the school must agree and determine the signatory and the contracting unit.

Article31 Before the implementation of inter-campus exchange and cooperation projects, the implementation details or implementation plan of the project shall be drafted by the International Cooperation and Exchange Office and the relevant implementation department according to the relevant agreement, and the implementation details or implementation plan shall be approved and implemented by the university.

Chapter 7 International Conference Management

Article31 International conferences refer to all kinds of academic conferences, forums, seminars, reports and exchanges held on campus or elsewhere in China in the name of the university or sponsored or hosted by second-levelschools(departments) of the university and attended by foreign or Hong Kong, Macao and Taiwan personnel.

Article32 The university encourages each second-levelschools(department) to actively bid for and host high-level international academic conferences based on the principle of promoting international cooperation and exchange and enhancing the academic influence and status of the university.

Article33 The international conference organizing each second-levelschools(department) or division must submit approval by the relevant procedures. The conference organizer should submit a written application to the Office of International Cooperation and Exchange six months in advance and report to the Office of Scientific Research for the record. After the university has reviewed and approved the application, it will be submitted to the higher authorities for approval, and the preparatory work of the conference can only be formally carried out after approval.

Article33 In principle, the funding of the conference is the responsibility of organizing each second-levelschools(department) or division (office), and the conference service is undertaken by the organizing institution (department) or division (office). The Department of International Cooperation and Exchange is responsible for providing guidance and services in foreign affairs for the conference.

Article34 After the meeting, the second-levelschools(department) or division (office) shall collect and organize the relevant written materials, important photos, audio and video recordings of speeches made during the meeting and send them to the International ExchangeDepartmentand the Research Division for record along with the summary report of the meeting.

Chapter 8 Management of International Students

Article35 According to the relevant policies and regulations of the Ministry of Education and the Provincial Department of Education, the university will formulate the development plan of international student education and the annual training plan of international students in accordance with the actual situation of the university, and carry out international student education appropriately to enhance the international popularity and influence of the university.

Article36 The International College and the Admissions Office are responsible for recruiting and enrolling international students, organizing enrollment propaganda, accepting international students' consultation, examining international students' qualifications, organizing entrance examinations or tests, and issuing the Admission Notice.

Article37 The International College is responsible for the daily management of international students, formulating rules and regulations for international students, educating international students on laws and regulations, organizing on-campus activities for international students, assisting the logistics department to do the logistical support work, assisting the finance department to do the fee collection work, assisting the Academic Affairs Office and the receiving college to manage the daily teaching of international students, conducting regular inspection and evaluation of the teaching quality of international students, and coordinating the teaching management of international students. It also assists the Academic Affairs Office and the receiving colleges in the daily teaching management of international students, conducts regular inspection and evaluation of the teaching quality of international students and coordinates the teaching management of international students.

Article38 The academic registration of international students is managed by the Academic Affairs Office in accordance with the regulations of the Ministry of Education, the Ministry of Public Security and the Ministry of Foreign Affairs on the management of international students and the relevant rules and regulations of the university, which issues certificates of enrollment, graduation (completion or non-completion) certificates and degree certificates for international students.

Article40 These regulations shall be implemented from the date of publication and shall be interpreted by the International Cooperation and Exchange Office.
