Opinions on the Implementation of Promoting Internationalization of the second-level faculties

In order to further broaden the field of foreign exchange, deepen the connotation of international cooperation, explore the international cooperation mode of talent cultivation, create high-quality Sino-foreign cooperative school projects, and promote the internationalization of the university, the university's "14th Five-Year Plan" is based on the comprehensive implementation of the "internationalization of teachers, students, curriculum In order to implement the internationalization strategy of "internationalization of teachers, internationalization of students, internationalization of curriculum and internationalization of research", we have formulated this implementation plan.

I.Guideline

Guided by the overall development strategy of local, application-oriented and internationalization, and based on the principles of deepening reform and opening up, promoting international exchange and cooperation, improving the quality of higher education, and building a high-level university of application, the university will promote the goal of internationalization in a planned and hierarchical manner.

II.Objectives

Actively explore the path and mode of internationalization, and after the construction in the next 4-5 years, the quality of talent cultivation will reach the need to adapt to international competition, and the internationalization level will be in the leading position among similar universities in the province.

(1)Broaden the exchange channels, and promote cooperation and exchange with foreignuniversitiesand enterprises.

We will broaden the ways to establish cooperation and exchange with foreign universities and research institutions, and strengthen the cooperation and exchange with foreign institutions in the form of sending scholars to visit and lecture to each other, exchanging students, cooperating with scientific research teams and co-organizing international seminars.

The main role of international exchange is played by the second-level school, and the counterpart exchange work of faculties and professional disciplines is strengthened. Encourage the second-level school to find international counterpart partners, establish international cooperation links, build international exchange platforms, and promote the deep development of disciplinary exchanges and cooperation. Each the second-level faculties should formulate international cooperation plans, and each the second-level school should establish international counterpart partnerships.

(2)Internationalize education and accelerate the internationalization of student training

Strengthen international exchange programs for teachers and students through mutual dispatch of teachers, student interaction and scientific research cooperation, gradually expand project cooperation institutions and professional fields, and take diversified forms to expand the scale of overseas exchange teachers and students. Actively expand and create a platform for students to practice and intern abroad, create more opportunities for students to travel and practice abroad, and improve their cross-cultural learning and research ability and international vision. Open up activities such as international cultural experience, summer study tours and short-term training to continuously increase the proportion of overseas experiences for our teachers and students.

(3)Adhere to the principle of combining introduction and cultivation, and gradually realize the internationalization of the faculty

Through employing foreign experts, introducing foreign outstanding talents, selecting and sending outstanding teachers to overseas training and short-term training, etc., we will build an international teaching team and improve the internationalization of teachers.

1、Relying on various talent programs and making full use of national and local government policies on attracting talents, we will do a good job of introducing high-level overseas talents and create conditions to attract outstanding overseas talents to serve the university.

2. Actively and effectively recruit foreign teachers, and transition from language to professional teachers to support more professional development. We will recruit professionals with international backgrounds to serve as discipline leaders and bilingual teachers, etc. We will make use of the time gap between domestic and foreign institutions to flexibly introduce overseas talents to teach and research at the university, and ensure that a certain number of foreign teachers will teach in key disciplines, Sino-foreign cooperation programs and international student teaching sites every semester.

3. Establish a mechanism for training and dispatching talents with the university as the main body, and support teachers to visit and further study in foreign institutions; all second-level school and departments are required to select and send teachers to visit, lecture or short-term training in overseas institutions every year. We will establish an evaluation and feedback mechanism and carry out a model teaching program for visiting teachers to help overseas visiting scholars and teachers develop international perspectives, learn from advanced teaching models, and cultivate a student-centered applied teaching philosophy.

4. Actively host and participate in international seminars, encourage different types of personnel in teaching, science and technology to go abroad to participate in international conferences, academic visits and cooperative research, etc.; invite overseas scholars, institutions and research institutes to hold lectures or conferences at the university, so as to gradually create a group of high-level international teaching and research backbone teams that can really talk to their international counterparts.

(4)Drawing on advanced foreign concepts, introducing high-quality resources, and promoting internationalization of professional construction

Continuously explore the mode of Sino-foreign cooperative education and reform the way of talent cultivation. Leading with the brand of national first-class majors, creating a good atmosphere of internationalization of teaching, broadening the field of cooperation, deepening the connotation of cooperation, drawing on the advanced philosophy and experience of foreign institutions, introducing high-quality teaching resources of foreign institutions, and creating high-quality Sino-foreign cooperative schooling programs.

III.Safeguards

In order to ensure the steady progress of internationalization of the second-level school, the following work should be done.

(1) Unify understanding, liberate thinking, strengthen leadership and comprehensive planning

Through the implementation of the university's internationalization strategy, teachers and students can cultivate global awareness, openness and innovation consciousness. All second-level schools and departments should unify their ideological understanding, strengthen their study of the future development trend of education, strengthen their confidence in the road of internationalization, and actively participate in internationalexchange activities. Promote the internationalization of the management team, organize business training and overseas research for management cadres, so that the concept of international development will be deeply rooted in people's hearts and the development results will benefit teachers and students.

Strengthen top-level design and conceptual guidance, and improve the existing system of internationalization, which is led by the university, coordinated by the foreign affairs department, and implemented by the second-level departments. The main function of the second-level schoolsis to establish a leading group for foreign affairs of the second-level schools, to formulate the development plan of internationalization of the second-level schools, to formulate and improve the management methods of internationalization, to clarify the responsibilities and rights of the second-level schoolsand functional departments in the process of internationalization, and to give full play to the advantages of each discipline, to create an atmosphere conducive to international exchange and cooperation, to encourage teachers and students to participate in international exchange, and to make internationalization bigger and stronger. The university will encourage faculty and students to participate in international exchange and make international education bigger and stronger.

We will strengthen guidance, increase investment, and support a number of key colleges and disciplines to carry out international exchange work. Each college should strengthen the main consciousness of the college, plan, implement and promote internationalization together with teaching, research and talent cultivation; establish long-term and stable communication and cooperation with overseas academic institutions, actively hold international academic conferences and carry out substantial cooperation and exchange.

(2) Steadily promote internationalization and improve the supporting mechanism for internationalization

Each college should produce promotion materials in line with international practices, establish and update the college's foreign language webpage in a timely manner, and improve the degree of internationalization of information disclosure. Relying on various overseas talent attraction programs, we will strengthen the introduction of talents in terms of living environment, salary and research environment, and create conditions to attract talents returning from abroad to serve the university. To establish a long-term working mechanism for multi-directional docking of foreign experts and foreign teachers, focusing on the leading role of foreign experts and foreign teachers in teaching and scientific research. We will improve the teaching evaluation and feedback mechanism of foreign teachers and explore the reform of foreign teachers' salary scheme; improve the management system of foreign teachers to ensure clear responsibilities and assessment; plan and build an international academic exchange center to gradually create a good working, studying and living environment for long- and short-term experts from home and abroad.

IV.Incentives

The work of international exchange and cooperation is gradually incorporated into the target management assessment index system of the second-level colleges and departments, and the incentive mechanism for internationalization of the second-level schoolsis established, and the second-level schoolsthat directly undertake international cooperation projects are given policy inclination and financial incentives in terms of resource allocation.

(1) Encourage teachers to visit and further study in foreign institutions, implement a training program for teachers' foreign language ability, require teachers to master at least one foreign language, carry out free training but strict assessment, and include the assessment results in teachers' performance appraisal; guide teachers to engage in scientific research according to international academic standards, publish high-level academic papers in international academic journals, and consider increasing the weight of articles published in international journals in the scientific research appraisal index. It is proposed to make the experience of exchange abroad a priority condition for teachers' title promotion and merit evaluation.

(2) Introduce the "Overseas Study" funding program and set up a special fund to encourage students to study, exchange, train and practice in overseas institutions and agencies. Reform the teaching of English in universities, introduce a foreign language test training system, and encourage students to take foreign language tests such as IELTS and TOEFL.

(3) Through "policy guidance, financial support, and strengthening of teachers", thesecond-level schoolsare encouraged to actively declare sino-foreign cooperative education programs and strengthen the teaching role of the second-level colleges in sino-foreign cooperative education programs; at the same time, training programs for full-time teachers of sino-foreign cooperative education programs are organized every year to encourage faculties to implement reforms in teaching methods and training modes.
