Chapter 1 General Provisions
Article 1 In order to further strengthen international cooperation and exchange, accelerate the cultivation of high-level talents in teaching, scientific research and management, and promote the management of the school's overseas work more standardized, in accordance with the relevant national policies and regulations, combined with the actual situation of the school, this management method is formulated.
Article 2 The Office of International Cooperation and Exchange (Hong Kong, Macao and Taiwan Office) is the centralized management department of the university's work abroad (overseas), and all overseas (overseas) affairs must be reported to the Office of International Cooperation and Exchange (Hong Kong, Macao and Taiwan Office).
Article 3 This provision refers to the state sent, the school sent groups (or individuals) abroad or to Hong Kong, Macao and Taiwan to study or engage in work-related business activities, there are mainly long-term official travel abroad (overseas) (three months and above) and temporary travel abroad (overseas) two forms of business.
Article 4 The applicant should be a member of the official school staff, have good moral character, abide by the law, have a strong sense of commitment and responsibility, be in good health, have no major illnesses or infectious diseases, and be able to perform the mission of going abroad.
Article 5 Business trip abroad (abroad) must have a clear work purpose and content, the number of days away in line with the nature of work tasks specified. Strictly in accordance with the implementation of the program approved by the higher authorities, no detour, no unauthorized changes or increases in the country or region of the visit, no self extension of the time spent away, no change of identity.
Article 6 While abroad, faculty members should consciously protect the interests of the country and the university, refrain from doing things that damage the character of the country and the reputation of the university, and strictly prohibit participation in the activities of illegal organizations; abide by and respect the laws, ordinances and customs of the country (region) where they are staying, and establish a good image.
Chapter 2 Application and approval procedures
Article 7 The application for going abroad on business is generally required 3 months in advance. In principle, the application will not be accepted if the application is not submitted within the prescribed time limit.
Article 8 Personnel going abroad on business should fill in the Approval Form of Jiangxi Institute of Fashion Technology for Application for Going Abroad on Business (hereinafter referred to as the Approval Form), the Approval Form of Mission and Budget for Going Abroad on Business (hereinafter referred to as the Approval Form), the foreign invitation Letter and other materials three months in advance. The implementation can only be carried out after the approval of the principal in charge of the department or the approval of the school leader by contacting the office of International Cooperation and Exchange, and after the examination and approval of the office of Foreign Affairs and the school leader in charge of foreign affairs. If there is any change in the actual time of going abroad, the change shall be processed before going abroad.
Article 9 After returning to their home country, they can submit the "Jiangxi Institute of Fashion's report on their visit to their home country (territory)" or "Jiangxi Institute of Fashion's report on their training to their home country (territory)" before they can handle the reimbursement audit.
Article 10 Expatriate (overseas) personnel's expatriate (overseas) expenses are executed in accordance with the relevant regulations and terms of agreement of the university. The financial department is responsible for the check, where found not in accordance with the provisions and standards for the cost and expenditure, will not be reimbursed. Foreign exchange is converted by the finance department according to the bank rate.
Article 11 Official travel abroad (overseas) must fulfill the review procedures as required, the Party Committee Organization Department is responsible for the political review of the applicant for travel abroad (overseas), and approval for the record in accordance with the prescribed procedures.
Chapter3 Supervision and management
Article 12 Relevant functional departments should strictly review and approve the necessity of going abroad (overseas) on official business, the reasonableness of the staff structure, the compactness of the official itinerary and the regularity of the use of funds, and grasp the prior gate-keeping.
Article 13 Send abroad, to Hong Kong, Macao and Taiwan to study, exchange, visit, must be clear purpose, specific tasks, lean staff, reasonable line, schedule full. Resolutely put a stop to general visits and no purpose or no substantive content of foreign (border) activities.
Article 14 To ensure that the work of the university, faculty (department) and related departments is carried out in a normal and orderly manner, the main person in charge of the same department should avoid traveling with the same delegation, leading a delegation at the same time or leading separate delegations to the same country or region within 6 months. If the main person in charge of the same department participates in the same academic exchange activities as teaching and research staff, the specific tasks of each person should be stated in the report for approval.
Article 15 Visiting groups abroad (abroad) on official business, the inviting unit and the identity of the invitee should be basically equivalent to the invitee, the work of the members of the group and the mission should be closely related, a clear division of labor among members, each member should undertake the corresponding substantive tasks in the course of the visit.
Article 16 Those who change the country, region or school of study without the approval of the project approval unit and the school, return to school in advance or on time, or engage in activities unrelated to the study abroad and study plan are considered as violations of discipline and will be severely punished according to relevant regulations.
Article 17 Strengthen the close tracking of the overseas itinerary of the visiting staff and carry out extended supervision. The visiting staff should be pragmatic and frugal in arranging the visiting activities and strictly abide by the foreign affairs discipline.
Article 18 Faculty members who go abroad on official business should strictly abide by the relevant management regulations and foreign affairs discipline during their stay abroad, and report to the university and our embassies (consulates) abroad in a timely manner in case of disputes or accidents.
Chapter 4 By-laws
Article 19 Other outstanding matters shall be handled in accordance with the relevant national and university regulations.
Article 20 These regulations shall be implemented from the date of publication and shall be interpreted by the International Cooperation and Exchange Office.
