Chapter 1 General Provision

Article 1 In order to strengthen the management of international conferences held by the university, regulate the procedures of international conference application, conference process management, fund management and conference summary, according to the General Office of the CPC Central Committee and the State Council "Measures on the Management of International Conferences Held in China", the Ministry of Education "Rules for the Implementation of Measures on the Management of International Conferences Held in China", the Ministry of Finance "Measures on the Management of Funds for International Conferences Held in China" and other documents, combined with the actual situation of the university, these measures are formulated.

Chapter2Conditions and requirements

Article 2 International conferences to which these Regulations apply include annual conferences, academic conferences, forums, seminars, presentations and exchanges organized by various departments of the University within China (excluding Hong Kong, Macao and Taiwan) and attended by representatives from abroad.

Article 3 In accordance with the principle of "whoever organizes, whoever is responsible", the department organizing the meeting should do a good job in preparing for the meeting.

Article 4 The classification according to the level of official delegates from outside the country (territory) of the conference is as follows.

Category I international conferences are those with provincial and ministerial-level personnel attending as official representatives of the conference.

Category II international conferences refer to international conferences attended by university-level leaders as official representatives of the conference.

Category III international conferences, which are international conferences attended by other persons as official representatives of the conference.

Article 5 Participants of the International Conference should come from at least three or more countries and regions (excluding Hong Kong, Macao and Taiwan); the proportion of foreign participants attending the Conference should not be less than 20% of the total number of delegates, with the total number of participants generally not less than 50.

Article 6 International conferences must be organized with a clear purpose. International conferences should be in line with the development direction of the university's disciplines and be of a high professional standard. Conferences related to sensitive issues such as territorial sovereignty, ideology, ethnicity, religion and human rights must not be organized.

Article 7 It is able to collect academic papers of a high standard from home and abroad and to invite a certain number of internationally renowned scholars.

Article 8 Funding for the conference should be guaranteed, and in principle, the conference should be supported by the conference, and appropriate fees for conference services and materials may be charged in accordance with relevant regulations.


Chapter 3 Application process

Article 9 theInternational Cooperation and Exchange Officeis the centralized management unit of international conferences at the University, and is responsible for the declaration and management of international conferences. Without approval, no unit or individual is allowed to host, co-host or undertake an international conference in the name of the university or invite people from outside the university (including Hong Kong, Macao and Taiwan) to attend an international conference held by the university. The Office of Scientific Research is responsible for the academic review of the conference.

Article 10 When applying for an international conference to be organized in the name of the University, all units within the University should first specify the University as the organizer or host of the conference. For international conferences hosted by other units and proposed to be hosted or co-hosted by the university, a letter of commission or mission approval from the organizer must be provided when applying.

Article 11 Units or departments hosting international conferences should submit written applications to the International Cooperation and Exchange Office at least six months in advance. The organizing unit will first submit the application materials to the head of the unit for signature, and then to the head of the Office of Scientific Research and the Office of International Cooperation and Exchange for review and signature. The Office of International Cooperation and Exchange then submits the application materials to the head of the university for approval. Finally the university submits the application and the International Cooperation and Exchange Office submits it to the relevant provincial authorities for approval.

Article 12 The written application materials submitted by the organizer should include the following

1. The application for holding the international conference, the application includes: the purpose, significance and necessity of holding the international conference; the theme and main topics and contents of the conference; the name of the organizer and co-organizers; the time, duration, venue (city), the scope of the structure of the participants, the total number of participants and the number of foreign guests to be invited; the source of funding; relevant Taiwan-related and other sensitive issues and countermeasures; the situation of relevant international organizations, etc.

2. Letter from the international organization authorizing the organization of the international conference.

3. Budget breakdown.

4. A detailed and compact programs.

5. List of the main Chinese and foreign parties to be invited (including name, gender, unit, country, position, contact details, etc.)

6. The chairman and key members of the conference team, the contact person and contact details of the conference.

7. As the host, jointly organized, assisted or entrust the organizing unit and support unit for overseas organization background material (name must be in English and Chinese, the content including the articles of association of the international organizations, organizations, political background, attitude toward China, all previous activities and members have "one Taiwan" or "twoChina" ad other sensitive political issues).

8. If the school is not the organizer, it must provide a letter of commission or mission approval from the organizer. 9. Other circumstances requiring special instructions

Article 13 International conferences can only be held after the application has been approved by the higher authorities. The organizing department of the conference shall submit the details of the foreign delegates, Hong Kong, Macao and Taiwan delegates attending the conference to theInternational Cooperation and Exchange Office6 months prior to the conference. The International Cooperation and Exchange Office will handle the relevant documents required for entry visas.

Article 14 The conference preparatory department should make the necessary preparations before the conference, and should make thorough and proper arrangements for the agenda, accommodation and transportation of the conference in conjunction with the Office of Scientific Research, theInternational Cooperation and Exchange Office, the Propaganda Department and the Security Department and other relevant departments. In principle, local party and government leaders will not be invited to attend the opening ceremony, banquets and other activities. If it is necessary to invite provincial and municipal leaders to the conference, they should report to the Party Office and the University Office two months in advance, and contact the relevant units at higher levels to agree to the invitation.

Article 15 In principle, units shall not implement a fixed annual meeting or a mechanism of rotating meetings with foreign parties, or hold international conferences with the same or similar themes at the same time or within a short period of time, or hold international conferences without substantive content. Units shall strictly control the scale and specifications of inviting foreign guests and shall not invite or externally negotiate to invite important foreign guests to visit without prior approval.

Chapter 4Management of funds

Article 16 Principles of funding: No application for a conference can be made without funding being secured. The conference organizing department should follow the international practice and control the expenditure strictly and tightly. Strictly implement the university's regulations on the management of funds, adhere to the principle of economizing, balancing income and expenditure, and supporting the conference with the conference.

Article 17 The range of expenses for international conferences includes: venue rental, rental of simultaneous interpretation equipment and office equipment, fees, transportation costs, staff accommodation and food, volunteer costs, translation banquet costs, other conference expenses and other expenses as approved by the School Finance Office.

Article 18 The sponsorship materials received for organizing international conferences and the office supplies and consumable materials purchased during the conferences should be strictly managed. The acquisition, storage and receipt of property and materials shall be subject to strict reporting and approval procedures.

Article 19 All expenses for international conferences must be signed off by the Head of the Finance Office before they can be reimbursed. After the international conference is over, the reimbursement procedures will be carried out according to the relevant management regulations of the University's Finance Office.

Article 20 If one change the use of international conference funds without permission, fraudulently obtain international conference funds by means of false or fraudulent claims, illegally expand the scope of expenditure or exceed the expenditure standards, illegally reimburse expenses not related to international conferences, misappropriate, retain or misappropriate international conference funds and other violations of the relevant regulations on the management of international conferences, once found, the conference organizers and relevant personnel will be held responsible and punished according to the university's regulations; if you are suspected of violating the law In case of suspected violation of the law, the conference will be handed over to the judicial authorities for treatment according to law.

Chapter 5 Supervision and Inspection

Article 21 After the conference is held, the conference organizing department should send the full set of conference materials (including the conference notice, roster, papers, approvals, photos, conference logo, CD-ROM, audio and video recordings, conference report and conference summary) to theInternational Cooperation and Exchange Officewithin 30 days, which will validate them and then submit them to the higher authorities.

Article 22 During the conference, our delegates shall strictly abide by the confidentiality system and shall not bring confidential documents and materials to the conference activities. The speeches, papers, information and data provided by our delegates and their contents shall be in accordance with the public calibre and shall not disclose the secrets.

Article 23 During the conference, the customs and religious beliefs of foreigners should be respected. At the same time, foreigners participating in the conference shall not, in any place or by any means, disseminate remarks attacking our government and policies and decrees, or interfere in our internal affairs; they shall not, in any form, propagate or spread religion in non-religious places on or off campus, hold religious ceremonies or conduct religious activities in non-religious places on or off campus, or distribute religious books or materials in any name among teachers and students of the university; once discovered, the The organizing department shall be invited to stop it immediately and at the same time inform the Office of the Party Committee of the University, the Propaganda Department of the Party Committee, the Security Office and the Office of International Cooperation and Exchange. Those who violate the above rules shall be dealt with in accordance with the relevant laws and regulations of China.

Article 24 During their participation, foreigners are not allowed to carry out any form of investigation involving political ideas, social conditions, economic or scientific secrets or other violations of our laws and university regulations to students and staff of the university.

Article 25 All other outstanding foreign-related matters should be communicated with theInternational Cooperation and Exchange Officein advance so that they can be reported in a timely manner and handled appropriately.

Chapter 6 By-laws

Article 26 Reference shall be made to these Regulations for the organization of meetings with the participation of representatives from Hong Kong, Macao and Taiwan.

Article 27 These measures shall be implemented from the date of publication and shall be interpreted by theInternational Cooperation and Exchange Office.
